Biography:

Mr. Norton joined the U.S. Army Engineering and Support Center headquartered in Huntsville, Alabama in November 2004.  He is currently serving as Chief, Energy Execution Branch, providing strategic leadership and management for the execution of three energy programs that enhance the readiness of the warfighter, provide energy security and resilience as well as reduce energy and water demand. The Energy Savings Performance Contracts (ESPC), Utility Energy Services Contracting (UESC), and Power Purchase Agreements (PPA) utilize performance third party financed acquisitions.  He leads the development and implementation of energy, water and waste reduction and renewable energy efforts that modernize installation infrastructure.  These efforts directly enable the warfighter to train, maintain their equipment, and deploy for combat. Prior to this position he served as the Chief, Energy Planning Branch providing strategic leadership and management oversight for the Commercial Utility Program (CUP), Resource Efficiency Manager Program (REM) and Energy Resilience Conservation Improvement Program (ERCIP).  Success in these assignments was through strong leadership of project delivery teams, development of strategic business plans and budgets, strong relationships with customers, and stakeholders in partnership with Energy Service Companies and utility companies.  Prior, he served as Program Manager for the ESPC, Access Control Point and Facilities Reduction Programs.  

Mr. Norton received the 2022 Secretary of the Army Individual Exceptional Performance Award, the 2014 Secretary of the Army Small Group Energy and Water Management Award for the ESPC Project Delivery Team received, the 2015 Department of Energy Federal Energy Management Program Small Group Energy and Water Management Award and the 2016 Federal Energy and Water Management Director’s Award.

Mr. Norton is a retired US Army Lieutenant Colonel with over 25 years in the Corps of Engineers.  While on active duty he served in a variety of assignments of increasing responsibilities leading people and organizations in the United States, Europe and combat operations during Desert Shield and Storm in Saudi Arabia and Iraq.  His last assignments were as the Director of Public Works for all Army garrisons in Italy and as the Deputy Commander of Tulsa District, U.S. Corps of Engineers.  Mr. Norton’s military awards and decorations include the Legion of Merit, Meritorious Service Medal (4 awards), Commendation Medal (4 awards), National Defense Service Medal, Kuwait Liberation Medal (Kuwait), Kuwait Liberation Medal (Saudi Arabia), Southwest Asia Service Medal, Armed Forces Reserve Medal, Army Service Ribbon, Overseas Service Ribbon (2 awards) and Parachutist Badge.

Mr. Norton holds a Bachelor of Science degree in Civil Engineering from the University of Alabama and a Masters in Business Administration from the University of Phoenix.
