Biography:

Wayne Arny is the President of Wayne Arny & Associates, a federal business development consulting firm specializing in installation, environmental and energy issues facing businesses in America. His clients are involved in military and federal construction, both openly competed and competed through 8(a) and tribally-owned programs; architecture and engineering; geospatially powered solutions for installation security and management; energy delivery, development and financing; and federal base realignment and closure. He is on the Federal Advisory Board for Constellation Energy, an Exelon company; a senior advisor for Carlisle Syntec Systems, a division of the Carlisle Construction Materials family; and a consultant for William L. Ball & Associates, LLC.

Mr. Arny retired from the Federal Government with 37 years of service in July 2009. His last assignment was as the Deputy Under Secretary of Defense for Installations and Environment. He had management and oversight responsibilities within the DOD for military installations worldwide, covering a land area of over 46,000 square miles and containing some 587,000 buildings and structures valued at more than $640 billion. His responsibilities included oversight of all Military Construction and the development of installation capabilities, programs, and budgets; base realignment and closure; privatization of military housing and utility systems; the development of Joint Basing; and coordination responsibilities for the U.S. Marine Corps movement of forces from Okinawa to Guam. He also had responsibility for all facilities energy development; environmental management, safety and occupational health; environmental restoration; pollution prevention; fire protection; and explosives safety.

From March 2002 to February 2008 Mr. Arny was the Principal Deputy Assistant Secretary of the Navy (Installations & Environment) for the Department of the Navy. He was responsible for oversight of Military Construction, Energy and Utility Privatization, BRAC execution and disposal, and Family and Bachelor Housing Privatization for the Navy and the Marine Corps. He also served concurrently as the Deputy Assistant Secretary of the Navy (Installations & Facilities), and from January 2003 to March 2005 he served as the Acting Assistant Secretary of the Navy (Installations & Facilities). His first position with the George W. Bush Administration was as the Deputy Assistant Secretary of Defense (Senate Legislative Affairs) for the Department of Defense, responsible for legislative coordination between the Department of Defense and the U.S. Senate. He supervised the entire first round of Senate Confirmations for DOD and the Services in the George W. Bush Administration.

Prior to joining the Bush Administration, Wayne Arny was the President of Wayne Arny & Associates, Inc., the first government relations firm he founded in January 1990 after 29 years in the Federal Government and the U.S. Navy. His firm represented clients involved in national security/international affairs issues in front of the Executive and Legislative Branches. His clients included a number of agencies of the Government of Guam. He also assisted his clients in marketing to the Federal Government and the Private Sector.

In 1981 Wayne Arny resigned from the Navy to serve on Capitol Hill, after which he served in two positions in the Reagan Administration. From 1986 to 1989 he was the Program Associate Director (National Security & International Affairs) at OMB in the White House handling all government-wide budget and execution issues related to the Departments of Defense and State and all the other major and minor agencies that make up the Defense and Foreign Affairs components of the Federal Government. From 1984 to 1986 he was the Principal Deputy Assistant Secretary of the Navy (Shipbuilding & Logistics) handling procurement issues covering shipbuilding, aircraft procurement, installations, real estate, environmental restoration, weapons procurement, and logistics. From 1981 to 1984 Mr. Arny was a Professional Staff Member on the Subcommittee on Sea Power and Force Projection of the Senate Armed Services Committee, where he worked for Sen. John Tower (R-TX) and Sen. Bill Cohen (R-ME). He was responsible for Navy shipbuilding, research and development, missiles, torpedoes, electronics, ASW aircraft, airlift, rapid deployment forces, and general strategy issues.

Wayne Arny is a 1964 graduate of the U.S. Naval Academy and served as an active duty Naval Aviator until 1981, achieving the rank of Commander. He resigned to work for the Senate Armed Services Committee. During his active duty service, he was a fighter pilot flying the F-4 PHANTOM off Vietnam, with additional tours in the Western Pacific, the Mediterranean and the North Atlantic. During his career he was also a Test Pilot and a Chief of Naval Operations long-range planning officer. In 1979 he was the first Military Fellow at the American Enterprise Institute for Public Policy Research. In 1980 he was a planning officer in the State Department. After he resigned from active duty, he finished his career in the Naval Reserve and was promoted to Captain. He had command of two Battle Staffs, one for the Chief of Naval Operations and the other for NATO in Portugal. He is also a graduate of the Navy Fighter Weapons School (Topgun) and the Naval War College.

Mr. Arny is a graduate of the U.S. Naval Academy with a Bachelor of Science degree. He has a Masters in International Relations from The Catholic University, Washington, DC. He is married and has two sons. His oldest is a Captain Naval Flight Officer, and now a Foreign Area Officer (FAO), who flew F-14s and F/A-18Fs and is the former Commanding Officer of the Fighter Weapons School at NAS Lemoore, CA. He was recently the U.S. Naval Attaché in Warsaw, Poland, and he is now the Naval Attaché in Paris. His younger son is a Captain (sel) Naval Flight Officer, who was most recently the Operations Officer of USS LINCOLN (CVN-72). He is now in training to be the Naval Attaché to Sweden, and he is also a student at the Darden School of Business at UVA. In 2013, he finished his tour as the Commanding Officer of Fighter/Attack Squadron 154, which was Wayne Arny’s first squadron in 1966 flying F-4s. Both sons are also graduates of the U.S. Naval Academy, one with the Class of 1990 and the other with the Class of 1993. His older son is also a graduate of Topgun, and his younger son is also a graduate of the Naval War College. Mr. Arny is a commercial/instrument rated pilot flying the Beechcraft Bonanza.
