Mr. John served the 8 US Army Garrisons in Europe as the Utility Services Officer (UtilSO) for the procurement of energy and water utilities. He supported the Garrisons in their preparation and updates to IEWP, ICRP, AEWR, AEMRR and ISR-MC. Initiated a program for Unconstrained Energy in Europe, understanding and overcoming the challenges like AGBG 1975 and seeking funding sources including 3rd party financed programs like ESPC/UESC.

At US Army OIB facility Red River Army Depot, Texarkana TX, he worked on the performance of an ESPC and initiated the UESC program to improve energy efficiency, resiliency as well as modernize the industrial processes.
