Ned McNaughton is an attorney with the Huntsville Engineering & Support Center (CEHNC) supporting the Energy Savings Performance Contracts (ESPC) program.  Ned joined the USACE legal team in 2015, after 16 years in private practice as a construction/contract litigation lawyer and founding member of a 4-attorney construction/contract law litigation firm in NC.  Prior to supporting the energy program at HNC, Ned supported USACE’s civil works mission at the Corp’s Memphis District (CEMVM) and OCONUS MILCON mission in the Middle East District (CETAM), VA, where he assisted in standing up the Mosul Dam Task Force.  Prior to his legal career, Ned served in the U.S. Marine Corps; was a police officer; managed a Toys R Us store; and supervised the distribution center for all MCA, Motown, Chess, and Decca CDs, records, and tapes distributed east of the Mississippi River.
