Mrs. Lisa Steenburn is the Contracting Section Chief over the ESPC/OEA/OEI Programs and is the Subject Matter Expert for all Third Party Financed Projects to include UESC and PPA in Division B, Energy Branch, Huntsville Engineering & Support Center. Mrs. Steenburn has worked at CEHNC since Jul 2018. She has previously worked for Holston Army Ammunition Plant, USACE Jacksonville District, NAVFAC SE, and the TN National Guard HQ. Mrs. Steenburn has extensive knowledge of how the energy programs and construction works due to her 25-year career in the USAF in Civil Engineering. She holds an Unlimited Contracting Officer's warrant, NCMA Certified Federal Contracts Manager (CFCM) certification, Master's in Business Administration (MBA), Bachelor's in Engineering and Accounting, and an Associates in Logistics and Emergency Management. Mrs. Steenburn also holds a BOMI certification in Facilities Management and Real Property Administration. She is currently one of the Contracting professionals for USACE that provides instruction for their Services Contract Course and Construction Course.
