Biography:

Mr. Jonathan M. Winkler has served as a Division Chief within the Installation Support and Programs Management Directorate for U.S. Army Corps of Engineers (USACE), Engineering and Support Center, Huntsville(Huntsville Center) since February 2014.

Since November 2019, Mr. Winkler has served as Chief of the Energy Division. The Energy Division has three branches with a primary focus on executing third party financed projects. The Energy Division programs include Energy Savings Performance Contracts (ESPC), Utility Energy Savings Contracts(UESC), Energy Resilience and Conservation Investment Program (ERCIP), Resource Energy Manager (REM), Commercial Utilities Program (CUP) Army Metering Program(AMP), Cybersecurity (CS), and support to both the Army’s Office of Energy Initiatives and Air Force’s Office of Energy Assurance.

As Electronic Technology Division Chief from 2014 to 2019,Mr. Winkler oversaw three branches executing five major program areas; Utility Monitoring and Controls Systems (UMCS), Army Metering Program, Electronic Security Systems (ESS), Cybersecurity (CS) and Secure Systems. The division awarded contracts annually totaling approximately $400 million.

As Division Chief, Mr. Winkler has overseen the placement of numerous Multiple Award Task Order Contract (MATOC) and Single Award Task Order(SATOC) contract vehicles ranging in value from $45M to $2.5B.

Mr. Winkler began his career in the private sector working for both Architect/Engineer and Construction firms. Mr. Winkler transitioned to government service in 1997 with the Atlantic Division, Naval Facilities Engineering Command (NAVFAC) initially as structural engineer for numerous airfield and waterfront facilities. Mr. Winkler made the transition to NAVFAC project and programs management in 2003. In 2006, Mr. Winkler moved to a senior Project Manager and Structural Engineer position in the Department of Homeland Security, with the US Coast Guard, Facilities Design and Construction Center, Atlantic. In 2008, Mr. Winkler returned to NAVFAC as a Supervisory Project Manager responsible for NAVFAC Mid-Atlantic’s northeast workload execution. Mr. Winkler transitioned to the US Army Corps of Engineers (USACE), Norfolk District to lead the $1.3B military construction build out at Ft. Lee, VA. In2010, after the final military construction project was awarded at Ft. Lee, Mr. Winkler transitioned to the USACE Huntsville, Engineering and Support Center where he primarily worked within Planning and Programming and Center of Standardization programs until 2014.

Mr. Winkler’s other professional achievements include multiple awards including Commander’s Awards for Civilian Service, USACE Installation Support Professional of the Year and USACE Program Manager of the Year.

Mr. Winkler graduated from the University of South Alabama with a Bachelor’s of Science in Civil Engineering having a concentration in structural engineering and from Virginia Tech with a Master’s of Science degreein Civil Engineering with a concentration in materials and structures. He received his Professional Engineering (PE) license from the State of Virginia in 2000 and his Project Management Professional (PMP) certification in 2008.
