Biography:

Ms. Dawn Carney is currently serving the US Army Corps of Engineers as the Chief of the Fire Protection, Mechanical, Electrical and Control System (FMEC) Section under Engineering and Construction Division at Headquarters supporting both the Directorate of Military Programs and the Directorate of Civil Works. She is a Registered Professional Electrical Engineer, with more than 33 years experience with 23 of those years with the Corps of Engineers.  Ms. Carney leads a team of Engineers that are the Leaders of Communities of Practice for the Corps in the disciplines of Fire Protection, Mechanical, Electrical and Control System Engineering.  These leaders also develop and maintain the criteria and standards in their disciplines.  She works with the Tri-services working groups to make sure the latest codes and policies are incorporated into the Unified Facilities Criteria and gives guidance to the organization on how to incorporate this criteria in their projects.

Ms. Carney previously served USACE as a Lead Technical Manager responsible for the overall management, development, and execution of projects for Army Medical Facilities for the nation-wide program to support the Army Medical Command’s (MEDCOM) mission, at the Mobile District.  She has also worked on the Civil Works side of the Corps in a key role in the execution of the Supplemental program for the $5B Bipartisan Budget Act of 2018 for the Flood Risk Management Systems in the Galveston District Area of Responsibility.  She has been involved in several efforts of national interest, such as the Alternate Care Facilities and Operation Warp Speed.  

Ms. Carney serves on the NFPA 70E Standard Committee to help maintain Electrical Safety in the Workplace. She works with the Army Civilian Career Command Activity to identify competency gaps in the Construction, Engineering, and Infrastructure Career Field (30K people) and provides training to the workforce to fill those gaps.  

Ms. Carney strives to provide stability and consistency across the FMEC Communities of Practice, while maintaining, updating and sharing Tri-Services Standards and Criteria, as well as USACE policies, manuals, regulations, etc.  She provides resources and tools to help the engineers across the Corps successfully meet their missions.
